Deborah specializes in the property tax valuation of commercial and industrial real estate, with a primary focus on properties in the Midwest. Deborah has more than 15 years of property tax experience.
Deborah has worked extensively with health care, seniors housing, apartment, manufacturing, warehouse / distribution, retail, and office properties. Her experience in real estate provides her with the skills to negotiate lower tax values at informal levels and defend values before Boards of Appeal. Prior to forming Strategic Tax Services in 2002, Deborah worked for two years as a Senior Tax Manager with a national, tax consulting firm, heading up their Midwest property tax practice.
Deborah also worked at KPMG for seven years, spending part of her time in its Washington National Tax office. In addition to the valuation and appeal of property tax cases, her responsibilities included strategic planning, developing property tax courses, identifying and resolving national risk management issues, monitoring legislation and case law, and extensive research and writing. She has also developed valuation models for properties with a business enterprise / intangible component.
Deborah holds a degree in finance from California State University, Northridge. She has been published in the Journal of Property Tax Management, The Tax Advisor, Assisted Living Today, Property Tax Alert and other publications, and has spoken at Institute for Professionals in Taxation (IPT) symposiums on valuation topics. Deborah holds a Certified Member of the Institute from the IPT and is a licensed Certified Public Accountant in the state of Illinois. She is also a current member of the Appraisal Institute and is involved with the International Association of Assessing Officers, Assisted Living Federation of America, and the National Investment Conference (NIC).
